I have exactly the same problem. What gives?
What I've tried:
1) Reboot the phone & app
2) Download the app again
Using Polar RS100 and Huawei Ascend G700 running Android 4.2.1
Support for Bluetooth 4.0 connection
Updated for Android 4.3 and newer
Updated User Interface Design
Additional "save" button at completion of test

So basically I'm not able to use Bioforce on my phone since the update? Well, that's nice considering the amount of money I purchased it with.
1) You can still use the application with Android 4.2.1. The 4.3 -> newer is for bluetooth.
2) I solved my problem by bringing the receiver REALLY close to the heart rate monitor strap. This seemed to initiate the start button.
