Season over, how long to rest?

I got the bioforce HRV two weeks ago, at the end of my first year of triathlon training. I had a great season, completing 6 races (3 sprints, 2 international, and a half ironman) I had podium finish in all but the half, and a 1st place in my AG in the last race. I'm "resting" for a while, and I don't have any specific training plan. I noticed that my HRV is climbing. What does that mean? Was I over-trained? Should I continue to rest until my HRV peaks? Or when should I restart training? Any ideas will help.
